It is up to the party searching for a puppy or dog to investigate a breeder and use their own judgment when purchasing a new puppy or dog. several facts to consider when searching for a puppy are; the best breeders will investigate puppy buyers, make demands and stipulations to protect the puppy or dog they are selling, will be willing to give references from previous puppy buyers and will not become offended by questions asked by prospective buyers. A quality breeder will never try to push a puppy sale. Again, research your breeder.
